Our team personally enrolls in and completes every course we review. We pay full price, use real identities, and evaluate each provider using a consistent, weighted scoring system.

When we set out to create the definitive guide to NY 5-hour pre-licensing courses, we knew we could not rely on marketing claims or press releases. We needed to experience each course firsthand. Here is exactly how we evaluate every provider.
We sign up for each course using our own information, just like any student would. We pay full price and do not accept free access from providers. This ensures our experience mirrors what a real customer would encounter.
We complete every module of every course. No shortcuts, no skipping ahead. We test on multiple devices (desktop, tablet, and phone) to evaluate the mobile experience. We use the audio read-along when available and purchase add-ons to test those as well.
We contact each provider's customer support with a genuine question. We test live chat, phone, and email when available. We note response times, helpfulness, and whether we are speaking to a real human or an AI chatbot.
After completing the course, we score each provider across five weighted categories (detailed below). Our written review describes the actual experience, including specific examples of what worked and what did not.
We revisit each provider quarterly to check for changes in pricing, features, or course quality. If a provider makes significant improvements (or declines), we update our review and score accordingly.
Each provider is scored across five categories with the following weights:
We evaluate the accuracy, clarity, and engagement level of the course material. Does the content comply with the latest NYS DMV guidelines? Is it well-written or clearly generated from templates? Does it use real-world scenarios that help students understand the concepts? Are there images, diagrams, or interactive elements? The best courses make you actually learn something, not just click through slides.
This measures the overall student experience. How easy is it to navigate the platform? Does the course save your progress? Can you complete it across multiple sessions? Is the pacing comfortable? We also factor in external reviews from Trustpilot and Google Reviews to ensure our experience aligns with the broader student population.
We test every support channel each provider offers: live chat, phone, and email. We measure response time, whether a real human responds (vs. an AI chatbot), and whether the representative can actually resolve our question. Providers that offer only AI chatbots score significantly lower, as chatbots consistently fail to address specific course-related issues.
NYS DMV requires all online pre-licensing courses to verify student identity throughout the course. Providers use different methods, and the differences matter enormously:
We assess the price relative to what you get. A $49 course needs to justify the premium over a $42.95 course. We consider: base price, hidden fees, included features (audio, study guide, Spanish support), payment flexibility (start now pay later), and whether add-ons that should be free are charged extra.
| Score | Grade | Meaning |
|---|---|---|
| 9.0 - 10.0 | A+ / A / A- | Excellent. Highly recommended with minimal drawbacks. |
| 7.0 - 8.9 | B+ / B / B- / C+ | Good to average. Usable but with notable shortcomings. |
| 5.0 - 6.9 | C / C- | Below average. Significant issues that hurt the experience. |
| Below 5.0 | D / F | Poor. Major problems. Not recommended. |
5 Hour Pre-Licensing Reviews is not owned by or affiliated with any course provider. We pay for every course we review. Our rankings are based entirely on our testing methodology and scoring criteria. We do not accept payment to improve a provider's ranking.
Some links on our site are affiliate links, meaning we may earn a commission if you sign up through our link. This does not affect our rankings or scores in any way. We link to providers we recommend regardless of affiliate status, and we include providers with no affiliate relationship when they deserve recognition.
If you operate a NYS DMV-approved 5-hour pre-licensing course and would like to be included in our reviews (or believe your current review needs updating), we welcome your feedback. We will enroll in your course, complete it, and publish an honest review.
We also encourage providers to share our review page with their students so they can leave genuine reviews. The more student feedback we receive, the more accurate our rankings become.
Contact us through our website to request a review or submit updates about your course.
We accept student reviews on each provider's individual review page. All submissions are moderated before publication. Our moderation criteria:
We do not remove reviews because they are negative. A genuine 1-star review with specific complaints is valuable to other students.
