Before You Start: Requirements
Before you can enroll in an online 5-hour pre-licensing course, you need:
- A valid New York photo learner permit — You must already have your learner permit before starting the course.
- Be 18 years or older — The online version is only available to adults. If you are under 18, you must take the course in person.
- A device with internet access — Phone, tablet, or computer all work (though quality varies by provider).
- A phone number — Most providers use text-based identity verification.
Step 1: Registration (5-10 minutes)
Registration typically asks for your name, email, phone number, learner permit number, and date of birth. You will pay at this stage (prices range from $42.95 to $49.00 depending on the provider). Some providers like Safe Drivers Academy offer a "start now, pay later" option.
Step 2: Identity Verification
Throughout the course, you will need to verify your identity periodically. The method depends on your provider:
- One-Time PIN (recommended): You receive a text with a code at the start of each section. Enter the code and continue. Takes about 10 seconds. Used by Safe Drivers Academy, DDI, and Safety Sense Solutions.
- Keystroke biometrics: The system analyzes your typing patterns. Often unreliable, especially on mobile. Used by iDriveSafely.
- Voice biometrics: You call in and recite numbers. Fails in noisy environments. Used by NY Safety Council.

Step 3: The Course Content (5+ hours)
The course is divided into multiple modules covering required DMV topics:
- New York State traffic laws and regulations
- Defensive driving techniques and accident prevention

- Alcohol, drugs, and impaired driving awareness
- Sharing the road with pedestrians, cyclists, and emergency vehicles
- Road signs, signals, and pavement markings
Each module has a minimum time requirement. You cannot skip ahead, even if you read faster than the timer. Most providers offer an audio read-along feature that syncs with the content and makes the pacing feel more natural.
Step 4: Quizzes
At the end of each module, you will take a short quiz to confirm you understood the material. These are typically multiple choice. The quizzes are not difficult if you paid attention to the content, but they are not trick-free either. Some providers (notably NTSI) have stricter quizzes that test specific statistics.
If you fail a quiz, most providers let you retake it after reviewing the material. Some require a support call to reset, which can be frustrating depending on the provider's support quality.
Step 5: Completion & DMV Reporting
After passing all module quizzes, the provider reports your completion electronically to the NYS DMV. This is typically instant or within a few hours. How Long Does It Really Take?
Plan for 5.5 to 7 hours total, depending on your reading speed and whether you use the audio. The course has a minimum 5-hour timer, but you will likely spend additional time on quizzes, identity verification, and breaks. You do not need to finish in one sitting. Your progress saves automatically.
Can I Do It on My Phone?
